A look back at the history of Surprise, Arizona notes that in 2004, the city saw a split decision, where Councilman Don Cox lost to Cliff Elkins and Councilman Bob Vukanovich lost to Joe Johnson. A third councilman, Gary "Doc" Sullivan, survived the vote.
In 1987, Mayor George Cumbie was facing recall petitions.
