Alamosa District Attorney Alonzo Payne is facing a recall effort over crime victims complaints about dismissals and overly lenient plea bargains. The city council voted 4-1 to help pay for the recall effort, which seems quite odd.
Payne has been accused of violating the Victim's Rights Act.
