The recent push to change Taiwan's recall law has led to complaints about the "queen of the hill" which requires the pro-recall vote to top the amount of votes received in the official's original election. The Central Election Commission notes that Taiwan would be the only county with such a law. While I can't say about countries, Idaho has this law.

The new proposal is backed by the opposition Kuomintang Party and opposed by the ruling Democratic Progressive Party, so unclear how it would pass.
