California: Two op-eds criticizing bill looking to change local recall laws

Here are two op-eds, one which I co-wrote with David Carrillo and the other with Steven Duvernay, taking on the proposed local recall reform law. As you can see, we take quite a skeptical look at these proposed reforms.
