California: Los Angeles Councilman recall effort back to stage one

The effort to recall Councilman Mike Bonin over a traffic reconfiguration has to be restarted after the paid advertisement failed to include a signed affidavit that all the facts contained in the recall are true. Petitioners now have to restart the effort.
