Texas: McKinney Councilman arrest leads to discussion of recall law

The City Council held a hearing over a charter amendment to change the recall law and possibly lower the signature limit. The discussion came after Councilman La'Shadion Shemwell was recently arrested for domestic violence, which he claimed occurred after he was racially profiled after refusing to sign two citations after he was pulled over for speeding last year.
