California: Poway Councilmember faced recall threats by other councilmember

Poway Councilmember Peter De Hoff apparently faced recall threats by his fellow Councilmember Tony Blain. The threat was that Blain wanted De Hoff to vote for a special election for a council vacancy (instead of appointing a replacement). Blain offered to also support De Hoff for Deputy Mayor.
