Texas: Odessa City Council facing recall threats over city manager firing; city has high hurdles for recall law

Councilwoman Barbara Graff and other councilmembers are being threatened with a recall following the firing of the City Manager. Three of the city councilmembers have never faced an election.

The article notes that the recall laws from 1985 provides high hurdles, as they need half the signatures of turnout in the most recent election, but no fewer than 2000 signatures -- and few council races draw 2000 signatures.
