South Dakota: Hartford Mayor resigns after unsuccessful recall

Mayor Bill Campbell resigned following a huge, still ongoing fight over his recall. The petitioners handed in enough signatures, but the council would not schedule the recall. A tie vote was broken by the council president voting twice, which has led to state-wide bills preventing the double vote and changing recall laws.
