California: Solano County Superior Court Judge facing petitions

Solano County Superior Court Judge Cynda Riggins-Unger is facing recall petitions over claims that she is rude to female litigants. Petitioners would need about 25,000 signatures to get on the ballot.

The attempt against Riggins-Unger follows an effort against another Soloano Judge, Daniel Healy. The Healy recall effort doesn't seem to have gone anywhere, but Healy is now just assigned criminal cases and no longer hears family law cases.

I've mentioned before how unusual it is for a recall of a judge to go anywhere, so I wouldn't expect anything from this. But even the act of taking petitions is unusual.

  1. The Recall has forced the higher ups to look at the behavior of judge Unger. They are also looking into the fact she worked on the same case with her spouse, a local lawyer in violation of Canon 2B1 with the appearance of impropriety. Her spouse, reaps financial benefits by taking female litigants being forced to hire him, due to her bias against women. The citizens of Solano County and all around have been very receptive to the Recall. The local Lawyers, and Court Staff are supportive of the actions to Recall judge Cynda Unger over her courtroom outburst. There have been over 60 complaints regarding the bias of judge Unger.
    Judge Unger demonstrates bias against female litigants before her court. She fails to be a neutral arbitrator of the facts in violation of Canon 2A. She has a clear and pervasive bias against women violating Civil Rights and Canon 3B(5). Judge Unger is aggressive, interrupts constantly, and fails to deport herself in a manner that promotes public confidence in the integrity and impartiality of the judiciary violating Judicial Canons 3B(4) Sadly children are taken from loving homes with their Mother, and placed in the home of the abuser. When Mother comes to the court prepared with admissible evidence, judge Unger refuses to listen. We are aware of 20 cases in which after judge Unger's bias ruling's, the children were violated, physically abused, and it was all preventable. We must stand up and remove judge Cynda Unger as family law judge. A judge must not be politically biased, and consider the child's best interest. A judge is required to be patient, kind, courteous, and treat those whom they deal with in a professional capacity with dignity. All of which judge Unger falls short.   2. If not for the Recall Petition, many Women and Children would be suffering due to her bias rulings. The Recall has forced her to watch herself, and know she is under Court Watch....All the good citizens of Solano County want is to be treated with patience, kindness, and dignity when they come to court. No one was asking for special treatment, they simply wanted to be treated as the Law states their entitled to. I hope this continues to motivate other people to stand up for what they believe is just. Any great movement came from those willing to stand up for their follow citizens, to bring a positive change.

  4. The very act of filing a Recall Petition on a judge is rare. The fact there were two petitions to Recall two judges, back to back is sending a message to the Solano County Court This is a exercise of Constitutional Rights, and should be admired, even if it is not achieved. Just look how many times a Recall Petition has been filed on a judge. It's very uncommon, and very difficult. So, in the event the Recall is not able to go on this time, the very act of exercising their Constitutional Rights is respectable. It sent a message, it held judge Unger accountable, and let the county know, people will not stand for corruption.

  5. RECALL THIS JUDGE! This is a horrid example of the wrong people being in a position to rule unlawfully and exploit their own twisted agendas. This judge needs to be recalled. I don't understand why a higher official has not stepped in, and why the moms who are fighting this official must take to the streets to try to get a fair trial and hearing to protect their children. This is the USA and this should not be tolerated in the courts or in any form of government. Why isn't the local press taking a stand against this woman? Come on Solano County, grow a pair and do what is long over due and right, remove this judge before she does more harm. Of course, this is my strong opinion, and hopefully we are still entitled to our opinions.

    2. I want to help. She has been my judge since 2002, she is 100% biased. I am in a custody battle now, I do not know what to do. She will not even enforce the current order which is 50/50 custody. She is allowing the father to violate the current order and keep my son away from me. I will get signatures, whatever I can do!

  6. I am in utter disbelief I did not hear about this sooner. I had Judge Unger for my daughters custody case. I can 100% relate to the awful treatment of mothers, as I too received this. I was so beat down emotionally from being in court with her, and having her and my ex husband turn me into some sort of monster I eventually caved and agreed to things I didn't want. I feared for years going back to court. This all happened in 2012-2014 for me. My ex husband had 3 DUI's the last with my son in the car and I brought this up in court as why I was fearful for my daughters well being with him. She snapped on me, yelling and pointing at me. Told me to prove it! To go to the CHP and get proof and go basically down stairs from her court room and have them print proof. I explained to her all 3 where in Solano county and she should have access to those records. Anyhow, this was the least of my stress she caused. My fear or dealing with her ever again kept me from standing up for my daughter's well being. Until this week, when I decided it was time and I had to fight so I went to see a lawyer. There when I expressed my dealings with Unger is when I got the news! I cried... I cried tears of relief. Because I have feared for these past few years that when I went back she would take even more of my rights. The fear she instilled in me kept me from doing what was best for my daughter. But what was I supposed to do! She is the JUDGE after all. This whole time I had no idea other women have been treated this way as well. I thought I was the only one, and I thought I had possibly made the wrong choices. Or maybe I was a bad person. I doubted myself as a whole, and worst yet myself as a mother! So disappointed this went on for so long, but I am so grateful to the souls that stood up and did something about it. I sure wish I could have been a part of this movement! Thank you to all who made this happen!
