Wisconsin: Appellate Court kicks signature case back to lower court

A Wisconsin Appellate Court vacated a lower court's ruling requiring the GAB to take the lead in knocking out fake or duplicate signatures (aka the Mickey Mouse problem).
The decision seems focused on the lower court's refusal to have the Democratic recall committees participate in the hearing, so the lower court judge could find the same way again.
