Tennessee: Bristol debating conduct standards; City Council had removed recall law after 2004 recall fight

In 2004, Mayor Kelly Graham was voted out in a recall (Vice Mayor Jim Messimer and Councilman David Schumaker survived the vote). Following that the City Council got rid of the recall law. No word on whether it could come back in the story about conduct standards, but well worth noting.
