New Mexico: Las Cruces approves city charter changes to recall creating malfeasance standard

Las Cruces overwhelmingly approved a change to their recall, seemingly to take it from a political recall to a malfeasance standard/judicial recall one -- effectively, making it so that there needs to be a showing of malfeasance in order to get on the ballot. This change would put the city in line with state law.

The changes would also put in a  60 day time period, let people strike their names, and let the City Council review petitions for compliance with the law. The rule passed (along with a slew of other amendments) 10,090-3870.

One amendment allowing changes to a petition did fail.

The only other time that I have seen a jurisdiction move from a political recall to a malfeasance standard/judicial recall one was in 2012 in College Station.
