Utah: Moab recall effort moving forward, though likely to be disallowed under state law

There is a recall effort against Grand County Council Vice-Chair Curtis Wells over Wells' push for a bill that calls for a change in the Grand County form of government. However, since Utah does not have a recall law, it would seem like a moot point.
