Three Baxter Springs City Council members are facing a recall election on November 6. Gary Allen, Ron Costlow and Ed McAfee were all targeted by supporters of
Mayor Jenifer Bingham. Petitions are still outstanding for Councilman Robert St. Clair was still circulating.
